Our Municipal Consultation Services

LCC provides consultation to municipalities and special districts, offering opinions and providing reports on matters pertaining to public works operation, capital projects, development, construction and funding of municipal improvements programs.

LCC often serves as Contract City Engineer and District Engineer on an interim or permanent basis, assuming upon request the official duties responsibilities and obligations of these appointed government positions within the agency.  Services are provided at the agency offices and/or at the LCC office at the discretion of the municipality or district. LCC has considerable experience with assessment district engineering and services related to the levy and collection of special assessments and taxes for municipal improvements and services. Experience includes service pursuant to:

1913 Act Special Assessment District after Proposition 218, Benefit Assessment Act of 1982, Community Facilities District (Mello Roos), Underground Utility Assessment Districts and Landscaping and Lighting Act of 1972 after Proposition 218.  Assessment District services include levy and collection of annual maintenance assessments and charges and posting them the Tax Roll.
